Pamela Morris, President and CEO
Pam Morris has more than 40 years’ experience in managed health care and the public sector. As an entrepreneurial architect, she pioneered Ohio's first mandatory Medicaid managed care program and built Dayton Area Health Plan, funded with a half-million dollar grant from the State of Ohio and 38 employees (1989), to present-day CareSource, boasting a 2016 revenue of $7.2 billion and 3,100 employees.
Nearly 30 years later, CareSource is one of the nation’s largest Medicaid Managed Care plans, serving more than 1.8 million members. The company was recently the only non-incumbent health plan selected to serve Medicaid members in both Indiana and Georgia, and will soon have members in five states. The plan has reinvested more than $13 million back into the communities it serves through the CareSource Foundation. As President and CEO of CareSource, Pam has been recognized for her leadership and commitment to improving the health and well-being of the members CareSource serves. She was named the 2007 National Entrepreneur of the Year, Healthcare Services by Ernst & Young. Pamela has also won several local awards, including the 2014 Maureen Patterson Regional Leader Award from the Dayton Development Coalition. Pamela is a former Chair of the Hospice of Dayton and the United Way of Greater Dayton Area Board of Directors, and is a past board member for Dayton Power & Light. She was recently elected to the America’s Health Insurance Plans (AHIP) Board of Directors.
Mark Chilson, Executive Vice President & General Counsel
Mark Chilson has more than 30 years' experience in institutional health care and health care litigation. Mark has represented CareSource since its 1989 beginning. Prior to joining CareSource, he was a Partner with Bricker and Eckler attorneys at law of Columbus, Ohio. Mark has tried to verdict more than two hundred (200) jury trials.
Mark is a Fellow of the Litigation Counsel of America, Fellow Ohio State Bar Foundation, named 2000 Lawyer of the Year by Ohio Lawyers Weekly; has been an Ohio Super Lawyer and Ohio Super Lawyer Corporate Counsel. He is chair of the Dayton Bar Association Certified Grievance Committee, and serves on the Ohio State Bar Association Unauthorized Practice of Law Committee. Mark provides legal advice on a wide range of topics related to health care law. He earned a bachelor's degree magna cum laude from University of Wisconsin and his law degree summa cum laude from the University of Dayton.
Dan McCabe, Chief Administrative Officer
Dan McCabe provides strategic leadership and oversight of CareSource’s administrative functions including Human Resources, CareSource University, Enterprise Vendor Management, Enterprise Project Office, Facilities Management, Real Estate, Community Relations, and the CareSource Foundation.
Prior to CareSource, Dan was the Senior Vice President and the Chief Administrative Officer for DP&L and was with AT&T and the NCR Corporation for more than 25 years.
Dan holds two advanced degrees, an Executive MBA in International Management and Finance and a Master’s in Industrial Relations and Human Resource Management, both from Rutgers University. He also earned a bachelor’s degree in Economics and Political Science from Moravian College. He currently serves as the Chair of the Advisory Council for the School of Arts and Sciences for the University of Dayton and is a Board Member for the Downtown Dayton Partnership. Dan is also the Past Chair for the Dayton Region Chamber of Commerce and former Board Member and Vice President for the Boy Scouts of America Miami Valley Council.
Paul Stoddard, Chief Information Officer
Paul Stoddard joined CareSource in the fall of 2010 as the Chief Information Officer. Paul leads all aspects of information technology and informatics within the organization and is responsible for setting technology strategy for the company’s systems and technical infrastructure, systems development and information technology operations.
Paul has more than 30 years of experience as an Information Technology leader in a number of different industries including manufacturing, transportation, computing technology and health care. His career path included companies such as BlueCross BlueShield, FedEx, IBM and McGraw-Hill.
Paul holds an MBA and a bachelor’s of Science in Business Administration from the University of Buffalo, The State University of New York.
L. Tarlton Thomas III, Executive Vice President, Operations and Chief Financial Officer
L. Tarlton Thomas III, Executive Vice President, Operations and Chief Financial Officer, is responsible for all accounting, actuarial, treasury, tax, financial planning, claims operations, health care partnerships and analysis activities. Prior to joining CareSource in 2008, Tarlton worked at the Standard Register Company in Dayton for 15 years in various accounting and finance roles.
Tarlton currently serves on the Goodwill Easter Seals of Miami Valley’s Board of Trustees and is Advisory Board Chair for Accelerant Fund I, a seed-stage venture fund investing in new companies in the Dayton region. He is a member of the Ohio Society of CPAs and was a licensed CPA for 15 years. In 2017 he transferred his designation to CPA inactive. Tarlton holds dual bachelor degrees from Wright State University in Accounting and Finance.
Christina Turner, Chief Clinical Officer
As Chief Clinical Officer, Christina Turner leads the clinical vision and strategy to ensure continuous improvement of health outcomes for CareSource members. She is responsible for all clinical operations within the company including care management, population health, pharmacy operations, utilization management, clinical quality, continuous improvement, medical policy, behavioral health, Life Services and the member experience.
An accomplished health care executive, Christina has more than 20 years of experience as a leader in the industry with a focus on developing, implementing and improving health care programs. In her previous role as Senior Vice President, Business Integration and Enterprise Member Care at CareSource, she led the organizational redesign of the care management model to create an innovative and comprehensive population health approach known as Care4U. Christina was also responsible for the implementation of new business, which led to an additional 1 million members enrolled in CareSource. Before joining the company in 2012, Christina was responsible for system wide quality improvement initiatives at Kettering Health Network as the Chief Quality Officer.
Christina is a registered nurse with her bachelor’s in Nursing Administration from the University of Cincinnati and her master’s in Business Administration from the University of Florida. She is a Certified Nurse Executive, Advanced as well as a Certified Professional in Healthcare Quality. She has served as an Executive Mentor for the AHIP Executive Fellowship Program, an Examiner and Coach for the Ohio Partnership for Excellence and an Examiner for the Baldridge National Quality Program.
Bobby Jones, President, Georgia Market
CareSource Core Team executive Bobby Jones leads the company’s Georgia operation as President, Georgia Market. Jones leads the Georgia operation after serving as Chief Operating Officer at CareSource’s corporate headquarters for eight years. He has more than 30 years of experience in managed health care leadership and a proven track record of accomplishments.
Jones has assembled a leadership team that will partner with state and community leaders to foster relationships in support of the CareSource mission to improve the health and well-being of members. Jones earned a bachelor's degree in Finance and Business Economics from Wayne State University and a master's degree in Public Administration from Eastern Michigan University.
Steve Ringel, President, Ohio Market
Steve Ringel is a Core Team executive at CareSource, one of the fastest growing nonprofit managed care companies in the country. In his role, Steve is responsible for leading CareSource’s Ohio market, providing strategic direction to our Ohio teams to assure exemplary Member Health Outcomes, Consumer Advocacy, Governmental Relations and Health Partner Collaborations. He is responsible for the growth and performance of our Ohio Medicaid, Health Insurance Marketplace, Medicare and MyCare Ohio products.
Steve joined CareSource in 2011 as Vice President of Operations, and in 2012 was promoted to Senior Vice President, Market and Product Group. In 2014, as the company expanded its geographic footprint with the Health Insurance Marketplace Steve was appointed President, Ohio Market.
Steve has a depth of experience in the managed care industry. Before joining CareSource, his career history included record accomplishments at ChoiceCare/Humana where among other positions he served as Vice President of Customer Care and Innovation.
Steve earned a Bachelor of Business Administration degree from the University of Cincinnati and a Master of Business Administration from Xavier University. He serves on the Finance board of directors and the Executive Committee for People Working Cooperatively, the Ohio Chamber of Commerce board of directors, the Montgomery County Human Services Levy Council, and on the board of the Ohio Association of Health Plans.
Steve Smitherman, Executive Director, Indiana
Steve Smitherman is the Executive Director, Indiana at CareSource where he oversees all plans the company operates in the state. He has led the development and implementation of CareSource Marketplace, Medicare Advantage, HIP 2.0 and Hoosier Healthwise products in Indiana.
Steve has over 15 years of Medicaid and commercial health plan leadership experience and is a lifelong Hoosier. He joined CareSource in 2012 as Director, Network Development for the Indiana Market where he oversaw provider relationships and contracting for new business in the state.
Steve serves on the board of directors and the Finance Committee of Covering Kids & Families of Indiana and frequently volunteers at the Wheeler Mission Ministries.
Michael Taylor, Executive Director, Kentucky
As Executive Director, Kentucky Market, Michael Taylor leads all operations in Kentucky and West Virginia, overseeing the Medicaid, Marketplace, and Medicare Advantage plans in the states.
Prior to joining CareSource in 2016, Michael served as a health plan executive in multiple lines of business. Most recently he served as Executive Director, Kentucky for Evolent Health based in Lexington, Kentucky, where he led both Medicare Advantage and Marketplace plans. His past experience has included senior leader positions at ClearRiver Health in Tennessee, WellCare of Georgia and Humana Military Healthcare Services.
He has a Bachelor’s degree in business from Reinhardt University in Georgia.
