As Georgia market president, David Donohue is responsible for leading market growth and strategies that expand access to care and improve member health outcomes in CareSource’s Georgia market.

David previously served as president of CareSource’s Arkansas market, CareSource PASSE, where he guided market operations and advanced programs for members with complex behavioral health needs, and developmental and intellectual disabilities. He successfully led CareSource’s first entry into the Arkansas market, driving growth and innovation for the plan. As the leader of CareSource PASSE, one of Arkansas’ four managed care programs, David connected providers and payers to deliver the best possible outcomes for members. Alongside his dedicated team, he developed several community-based programs and initiatives tailored to members with complex health needs, including crisis interventions, remote supports and institutional transitions.

Prior to joining CareSource, David was executive director of the New Hampshire Medicaid plan with WellSense Health Plan where he led state operations. David has extensive experience in the behavioral health field, including his involvement in creating a community-based youth emergency department diversion program to address a boarding crisis that was affecting young Medicaid members in New Hampshire. David’s experience also includes his work with a national community-based provider supporting people with developmental disabilities in Georgia.

Community involvement is a priority for David, and he regularly supports organizations focused on eliminating food insecurity and improving community health. He is also an avid cyclist, riding thousands of miles each year to benefit a variety of causes.

David holds a bachelor’s degree in telecommunications from Ball State University and an MBA from Southern New Hampshire University.
