As the Human Resources leader at CareSource, Jennifer Dougherty establishes human capital strategies and capabilities for the organization. In this role, she is focused on attracting and developing top industry talent to achieve aggressive growth initiatives as well as creating a culture to retain employees in an environment where they will thrive. Jennifer is the Executive Sponsor and dedicated to advancing diversity, equity & inclusion efforts by working with leaders and employees to build a sustainable workplace where employees truly feel valued.

Scott Markovich oversees all CareSource health plans to support member growth, provider strategies and health plan performance. He also leads the product strategy as it relates to managing individuals with complex needs. He works closely with market and corporate leaders to align operating plans across all states where CareSource serves members and focuses on community and business partnerships including relevant regulatory agencies.

As CareSource’s Chief Administrative Officer, Dan McCabe serves as the company’s Chief of Staff, working with senior leaders to set strategic priorities and driving alignment across the organization. He is also Chief Executive Officer of the CareSource Foundation.
| Executive Vice President, Strategy and Business Development
Sanjoy Musunuri joined CareSource in 2020 as Executive Vice President, Strategy and Business Development, where he oversees the advancement of new and innovative strategies that create growth opportunities and extend CareSource’s mission to reach additional populations. He is responsible for creating initiatives within the organization that best integrate new plans and products into the company’s portfolio along with leading research initiatives to identify and mitigate risk within new markets and products.

Jai Pillai joined CareSource in 2018 as Chief Operating Officer. In this role he leads the strategy and implementation of all operational functions including claims, data encounters, configuration, provider data and the member and provider call centers, including quality.
| Chief Financial Officer
As the Chief Financial Officer, Larry Smart leads CareSource’s overarching financial strategy including long-range planning, investment management, forecasting and budget analysis. He is responsible for establishing financial performance metrics that align with our growth plans in addition to executing all of CareSource’s tax accounting, local and state tax returns and regulatory filings.

As Chief Legal Officer and Corporate Secretary, Richard Topping leads CareSource’s assurance and advocacy teams including legal, internal audit, compliance and risk, external affairs, policy, government relations, and corporate governance. He also serves as the lead executive for the organization’s veteran and military service programs.

Devon Valencia leads all aspects of information technology and informatics within the organization and is responsible for setting the strategy for the company’s systems and technical infrastructure, systems development and information technology operations. She also manages the implementation of system enhancements and serves as the HIPAA security officer to ensure compliance with all applicable provisions.
Dr. Jim Voiland
| Chief Clinical Officer
Dr. Jim Voiland provides oversight for all clinical operations within CareSource including care management, population health, utilization management, case management, clinical vision and strategy, continuous improvement, and medical policy. He is also responsible for managing the clinical development of government products such as Marketplace and Medicare Advantage to meet the needs of all CareSource populations.

Steve Ringel is responsible for leading CareSource’s Ohio market, providing strategic direction to our Ohio teams to assure exemplary member health outcomes, consumer advocacy, governmental relations and health partner collaborations. He is responsible for the growth and performance of the Ohio Medicaid, Health Insurance Marketplace, Medicare and MyCare Ohio products.
| President, Indiana Market
As President, Indiana Market, Steve Smitherman oversees strategy and operations for all plans in the state. He has led the development and implementation of CareSource Marketplace, Medicare Advantage, Healthy Indiana Plan 2.0 (HIP) and Hoosier Healthwise products in Indiana.
| President, Kentucky and West Virginia Markets
Mike Taylor is President, Kentucky and West Virginia Markets and leads strategy and operations for plans in those two states. In addition to maintaining and growing market share, meeting operational and membership targets, improving customer satisfaction ratings, and enhancing quality and HEDIS results, he is also responsible for overseeing Sales, and Products, Forms & Filings for the enterprise.
