CareSource Announces Eric Van Allen as President of Arkansas Market

Eric Van Allen, president, Arkansas Market – CareSource PASSE™LITTLE ROCK, Ark. (Jan. 13, 2026) – CareSource, a nationally recognized nonprofit managed care organization, appointed Eric Van Allen* as president of the Arkansas market. In his role, Van Allen will oversee strategy, operations, provider partnerships and member experience to ensure high-quality, coordinated care for CareSource PASSE™ members.

Van Allen has over two decades of experience in developing behavioral health and wellness programs, as well as supporting Medicaid-funded social service systems. Most recently, he served as Vice President of Business Development for CareSource. Under his leadership, CareSource was selected by both Michigan and Nevada to bring Medicaid solutions to members in those states. Prior to CareSource, he served in multiple leadership roles for Beacon Health Options, including as CEO for Beacon Kansas and in program development roles nationally, including Arkansas, where he led the expansion of specialty management programs to improve the delivery of care for members.

Prior to joining the private sector, Van Allen served as a program officer in the Medicaid Integrity Group at the Centers for Medicare and Medicaid Services, where he supported the development of the first national Medicaid managed care audit protocols.

Van Allen succeeds David Donohue, who will serve as CareSource Georgia's market president, leading growth and developing strategies to expand access to care and improve member health outcomes. Jason Bearden, former market president of CareSource Georgia (and previously the Arkansas market president), now serves as a regional market president, overseeing strategic operations in multiple states.

Launched to coordinate care for Arkansans with complex health and support needs, the broader PASSE program (of which CareSource PASSE™ is one of four plans) represents a focused, managed-care approach within the state’s Medicaid system. Since its implementation, the PASSE program has grown significantly, serving over 54,000 enrollees in fiscal year 2023 while generating approximately $67 million in Medicaid savings for the state.
