HAP CareSource appoints Sarah Musser as market president in Michigan to support growth across state

DETROIT, Mich. (HAP CARESOURCE) — HAP CareSource, a mission-driven health insurance plan, today announced the appointment of Sarah Musser as Michigan’s market president. The creation of this position supports the plan’s statewide expansion following a successful bid to provide Medicaid to new regions across the state. Musser will transition from her current role as vice president of operations for the Michigan market as CareSource announces a new leadership structure that positions it for growth in the Midwest.
“I’m thrilled to take on a new role that will put me in a position to drive the expansion of the HAP CareSource joint venture, further strengthening our presence in Michigan to have an even greater impact on the health and quality of life of Michiganders,” said Musser, HAP CareSource market president, Michigan.
As market president, Musser will play a pivotal role in developing and implementing strategic partnerships and achieving business objectives. She will oversee the day-to-day program operations and continue to lead HAP CareSource initiatives across the state.

In her previous role as vice president of market operations, Musser played an important role in the successful implementation of the HAP Empowered program in Michigan. She also spearheaded the development of the overall market program strategy and led the team’s successful efforts to secure an award under the Michigan Comprehensive Health Care Program Medicaid RFP bid. Additionally, Musser has been instrumental in developing a 2025 Marketplace launch plan for Michigan.

Prior to the HAP CareSource joint venture, Musser served as vice president of regional finance and chief financial officer at CareSource, providing financial oversight, implementing quality and affordability initiatives, and leading pediatric accountable care and cost-saving efforts. Her extensive experience in the health care industry includes finance leadership at Cardinal Health, where she led a $200B segment as director of pharma distribution finance. She also has experience in audit and M&A at Battelle Memorial Institute and Ernst & Young.
As a co-founder and former co-chair of CareSource's women's employee network employee resource group, Musser has been a champion for women in the organization. She is also a certified public accountant and currently serves as treasurer on the board of BMI Federal Credit Union in Dublin, Ohio. Musser holds a bachelor's degree from Shawnee State University and a master's degree from The Ohio State University.
