Cathy Mahaffey, Wisconsin Market President

Cathy Mahaffey is the Wisconsin market president at CareSource, where she leads efforts to strengthen health coverage and improve access, affordability and outcomes for individuals and families across the state. Her work supports CareSource’s growth in Wisconsin following its affiliations with Common Ground Healthcare Cooperative (CGHC) and Community Care, Inc. (CCI).

With more than 35 years of health insurance leadership experience, Cathy has expertise in health plan operations, strategic planning and market development. She leads with a member-first approach and works closely with community partners and policymakers to expand access to quality care.

Before joining CareSource, Cathy served as chief executive officer of Common Ground Healthcare Cooperative (CGHC), where she helped launch and grow one of the most successful federally designated Consumer Operated and Oriented Plans. Prior to her role at CGHC, Cathy held leadership roles with Farmers’ Health Cooperative of Wisconsin, The Alliance and Dean Health Plan.

Cathy is president of the Wisconsin Association of Health Plans Board of Directors. She previously served as the board’s vice chair and as a board member of the Wisconsin Collaborative for Healthcare Quality. Cathy earned her bachelor’s degree in business administration from the University of Wisconsin-Platteville.
