Holly Joers
Market President, CareSource Military & Veterans | Veteran Spouse
As market president, Holly Joers oversees all aspects of CareSource Military & Veterans’ business operations, with a focus ondelivering high-quality, cost-effective care tailored to the needs of the military community. With a proven track record of leadership and innovation Holly brings decades of experience in the defense and health information technology sectors to this role.
Prior to this role, Holly served as the program executive officer for the Program Executive Office (PEO), Defense Healthcare Management Systems (DHMS). There she oversaw and provided guidance to multiple program offices, including the Department of DHMS Modernization’s delivery of a single, common, federal record; the Joint Operational Medicine Information Systems’ delivery of operational medicine capabilities; and the Enterprise Intelligence and Data Solutions targeting data innovation.
Holly has also held roles including, interim deputy director for the Federal Electronic Health Record Modernization (FEHRM) program office and Chief of Strategic Sourcing for the Office of the Deputy Under Secretary of the Air Force for Management and Deputy Chief Management Officer. She began her career at Eglin Air Force Base, where she held several positions of increasing responsibility.
Holly holds a Bachelor of Science in marketing management from Virginia Tech, a Master of Business Administration from University of West Florida and a Master of Science in national security and resource strategy from National Defense University. Her professional certifications include Acquisition Corps Membership; DAWIA Level III, Program Management; and DAWIA Level III, Life Cycle Logistics. She holds numerous awards and honors, including the Air Force Civilian Achievement Award, Air Armament Center Acquisition Logistician of the Year, Exemplary Civilian Service Award, Air Force Program Manager of the Year, OSD Exceptional Civilian Service Award and Pinnacle DoD Executive of the Year.

Selene Martin
Associate Vice President, Corporate Affairs | Veteran Spouse
Selene is the Associate Vice President of Corporate Affairs at CareSource Military & Veterans (CSMV), where she supports strategy development and leads key stakeholder engagement and military-focused health initiatives.
Previously, she directed national military philanthropy at USAA, launching a public-private campaign to support veteran suicide prevention and overseeing a $10M investment in evidence-based programs. She also spent 15 years at LexisNexis advancing corporate responsibility, pro bono work, and anti-human trafficking efforts.
Selene holds a marketing degree from Wright State University and a corporate citizenship certificate from Boston College. She is a 2023 Bush Institute Stand-To Veteran Leadership Scholar and serves on multiple veteran and military spouse advisory councils. She received the Civilian Champion Award from Syracuse University for her work supporting veterans and their families.

Ted Painter
Associate Vice President, Market Operations | Marine Corps Currently Serving
As associate vice president, market operations, CareSource Military & Veterans, Ted Painter is responsible for developing, implementing and administering health care models that support our nation’s mission readiness by improving the health and well-being of military families. He is deeply committed to delivering exceptional health care to service members, retirees and their families, viewing this mission as both a professional focus and a personal passion. Since joining CareSource, Ted has witnessed firsthand how the organization transforms lives and is dedicated to enhancing the quality of care and life for those it serves.
Prior to this role, Ted led new-market Medicaid implementations, spearheaded the centralization of CareSource’s Enterprise Project Management Office and established the Military & Veterans Support Unit (MVSU), a CareSource employee resource group. As an actively serving Sergeant Major in the Marine Corps Reserve, a VA service-connected veteran and a current TRICARE beneficiary, Ted’s managed care experience and more than 22 years of military service give him a unique perspective when developing military and veteran health care programs.
Prior to CareSource, Ted worked for two Fortune 500 financial service companies, J.P. Morgan Chase and Synchrony Financial (formerly known as G.E. Capital). His roles focused on regulatory and compliance implementations and process improvement initiatives. Ted also facilitated data center migration efforts in support of Synchrony Financial’s Initial Product Offering.He holds an associate degree in manufacturing engineering, a bachelor’s degree in political science, a master’s degree in information systems management and is a graduate of the Navy Senior Enlisted Leadership Academy.
